After a draggy week, my energy is back. We headed out early this morning to the swap, where Joe found this tool. We can't figure out what its purpose is.
Thanks to Jonathan Karp and Cathy Baird, I've learned that this tool is a barrel bedding tool used in making and fine-tuning rifles. Cathy says: "Bedding is the process of filling gaps between the action and the stock of a rifle with an epoxy-based material... The tool you found is one of the ones you can use to scrape out the barrel of a gun" so that excess wood is shaved out without gouging. Now we know!
